PSI has worked with numerous public sector clients, including the Commonwealth of Massachusetts, U.S. Department of Transportation Federal Transit Administration, Amtrak, and the New York City Housing Authority. Although each assignment with these public sector enterprises have been quite different, the common thread is our attention to the procurement process and improving the leverage of the dollars spent with suppliers. Our consultants have been both operating managers and consultants, assisting in-house organizations and clients improve processes and reduce operating budget costs in the supply chain.

PSI offers training to assist enterprises in reaching their full potential. Our training programs provide specific skills to client personnel to ensure that change implementations are made with minimum interruptions and maximum sustainability. The intervention at the New York City Housing Authority involved a training program designed and delivered to equip over 1,000 NYCHA managers and professionals in Zero Based Budget Management.

PSI provided a process consulting review for the Commonwealth of Massachusetts on issues impacting purchasing for day-to-day operations and capital purchasing. We also provided training for purchasing professionals.

Our work with the Federal Transit Administration called for work orders to be issued by Regional FTA Offices authorizing Procurement Systems Reviews at various Rapid Transit Authorities in their region who had applied for major grants. These reviews included several "audit-type" appraisals whereby the procurement processes of these major Transit Authorities were examined and only those who met the performance and compliance standards were eligible for grants from the FTA.
